Do you

HSE University Teaching Hospital of our client in the Connacht Region- Republic
of Ireland.
This post
is one of Burns Consultants that work alongside the existing well established
burns team to provide acute and reconstructive burn care to the population
served by the Regional Burns Network. In addition to providing burn care the
post holder will be expected to work with colleagues to support delivery of RTT
and Cancer waiting times targets, maintain a General Plastic Surgery practice
(including skin cancer and sentinel node biopsy) and to participate in the
Burns Service on call cover.
The
Centre for Burns & Plastic Surgery is based at a University Hospital site
and provides outreach services to nearly all the acute hospitals in Connacht,
serving a population of 550,742 people (2016 statistics). It is the only
providers of plastic surgery located in region, the population receiving their
services from units in the region. The Burns Centre regularly receives patients
from outside Connacht and is designated as the Adult Burns Centre for the Burn
Care Operational Delivery Network, (ODN).
This post
will join a team of plastic and reconstructive surgeons serving a population of
around 550,742 and providing a wide spectrum of surgery. The Centre for Burns
& Plastic Surgery has a wide remit and they are able to offer nearly all
services for congenital deformity, to treat cancer, following accidents and
infections and for a range of acquired problems such as arthritis of the hands
and the development of pressure sores.
The
facilities available in the Centre for Burns and Plastic Surgery is among some
of the best in the Republic of Ireland with 3 large operating theatres,
dedicated plastic surgery trauma theatre, plastic surgery specialised
observation ward (PSMU), an adult elective plastic surgery ward, an adult
admissions unit, children’s beds and a paediatric HDU for tertiary surgical services.
There is a plastic surgical outpatient and dressings suite and dedicated
occupational, physio and speech & language therapy departments. The burns
centre is exceptional, with 2 operating theatres; a 10 bed burns ITU/HDU, a 10
bed adult low dependency/rehabilitation ward for adults, a 10 bed children’s
ward and also rehabilitation and outreach services. There is a dedicated Plastics Surgery
Treatment Centre located adjacent to the elective ward which provides planned
day case treatment via operating rooms.
Specific Duties
Clinical
You will
provide a clinical service, with colleagues, which will include the
responsibility for the prevention, diagnosis and treatment of illness.
Working
with consultant colleagues and the multi-professional team you will have
continuing responsibility for the well-being of all patients under your care;
allowing for proper delegation to, and training of staff. In partnership with clinical and managerial
colleagues you will also have responsibility for the safe, efficient and
effective functioning of the services in which you work in line with the
values, operational policies and integrated medium term plan (IMTP) of the
Health Board. You are encouraged to consider how services can be improved and
to report any concerns about safety.
You will
be required to adhere to the principles of good medical practice as laid down
by the Irish Medical Council.
You will
be required to participate in the Health Board’s risk management process,
clinical governance and any other healthcare governance activities within the
department, the Burns and Plastic Surgery Unit and the Health Board. Adherence to the Caldicott Principles of
information governance is mandatory.
You will
be required to maintain a license to practice
and to undergo satisfactory annual appraisal, and to formulate a
Personal Development Plan, in conjunction with the Clinical lead, to identify
training and development needs. You will
be expected to participate in sufficient personal and professional development
to fulfil Royal College and IMC requirements. You will also be required to
undergo a job plan review at least annually and to agree and then meet service
outcomes.
You will
be expected to make a significant contribution to the service and the Burns and
Plastic Surgery Unit/ Delivery Unit planning process through active
participation in the clinical Burns and Plastic Surgery structure.
You will
adhere to all policies which cover radiation exposures as currently outlined in
regulations.
The
Health Board is committed to meet its obligations to minimize infection. You will be required to comply with current
procedures for the control of infection, including dress-code, to challenge
non-compliance by colleagues, and to attend training in infection control
provided by the Health Board.

Job Plan
A formal job plan will be agreed between the appointee, the Operational Medical
Director and Lead Surgery : Plastic & Reconstructive Consultant, on behalf
of the Trust’s Medical Director, based on the provisional timetable. This will
be signed by the Chief Executive and will be effective from the commencement
date of the appointment.
It will be reviewed at 3 months & thereafter
annually or at any time, but no less than 3 months after a previous review, as
requested by the appointee, Operational Medical Director or Clinical Lead &
adjusted accordingly to the agreement of both parties.

Standard Duties and responsibilities
a) To
participate in development of and undertake all duties and functions pertinent
to the Consultant’s area of competence, as set out within the Clinical
Directorate Service Plan and in line
with policies as specified by the Employer.
b) To
ensure that duties and functions are undertaken in a manner that minimises
delays for patients and possible disruption of services.
c) To
work within the framework of the hospital / agency’s service plan and/or levels
of service (volume, types etc.) as determined by the Employer. Service planning
for individual clinical services will be progressed through the Clinical
Directorate structure or other arrangements as apply.
d) To
co-operate with the expeditious implementation of the Disciplinary
Procedure
e) To
formally review the execution of the Clinical Directorate Service Plan with the
Clinical Director / Employer periodically. The Clinical Directorate Service
Plan shall be reviewed periodically at the request of the Consultant or
Clinical Director / Employer. The Consultant may initially seek internal review
of the determinations of the Clinical Director regarding the Service Plan.
f) To
participate in the development and operation of the Clinical Directorate
structure and in such management or representative structures as are in place
or being developed. The Consultant shall receive training and support to enable
him/her to participate fully in such structures.
g) To
provide, as appropriate, consultation in the Consultant’s area of designated
expertise in respect of patients of other Consultants at their request.
h) To
ensure in consultation with the Clinical Director that appropriate medical
cover is available at all times having due regard to the implementation of the
European Working Time Directive as it relates to doctors in training.
i) To
supervise and be responsible for diagnosis, treatment and care provided by
non-Consultant Hospital Doctors (NCHDs) treating patients under the
Consultant’s care.
j) To
participate as a right and obligation in selection processes for non-Consultant
Hospital Doctors and other staff as appropriate. The Employer will provide
training as required. The Employer shall ensure that a Consultant
representative of the relevant specialty / sub-specialty is involved in the
selection process.
k) To
participate in clinical audit and proactive risk management and facilitate
production of all data/information required for same in accordance with
regulatory, statutory and corporate policies and procedures.
l) To participate in and facilitate production of all data/information
required to validate delivery of duties and functions and inform planning and
management of service delivery
Service
Provision and Cover during Absences
The consultant has a continuing responsibility for the
care of patients in his/her charge and for the proper functioning of the
service allowing for appropriate delegation for the training of his/her staff.
He/she must be available by telephone and able to
attend the hospital in a timely fashion when on-call (40 minutes journey time).
Consultant staff must ensure that services are covered
during his/her planned absences. Where fixed commitments need to be cancelled
during planned absences appropriate notice (8 weeks) must be given. Absences
must be co-ordinated with other consultant staff in the specialty to ensure
senior cover is always available.
Essential Requirements
This post is open to doctors who hold Registration
as a Specialist in the Specialist Division of the Registrar of Medical
Practitioners maintained by the Medical Council in Ireland in the specialty of
Surgery : Plastic & Reconstructive
Office Accommodation
The
post holder will undertake administrative work associated with their clinical
and other professional duties. Adequate time and facilities for clinical
administration, including appropriate office space, secretarial support and
access to a personal computer, software & internet access, will be
available.
Management Responsibility
All Consultants are required to attend the monthly
Directorate Meetings. Post holders will be expected to share in administrative
duties allocated by mutual agreement within the Directorate. As part of the
Consultant Team, the consultant will
offer mentoring support and lead the existing clinical team through; joint
clinics, one-to-one support, individual case management and complex cases,
identifying development needs and suggesting CPD (Continuous Professional
Development) opportunities and responding to clinical enquiries via e-mail and
telephone.
