Overview
We have
the opportunity for a Consultant Hepatologist to join the Hospitals HSE Trust
as they transform the way we deliver healthcare across Connacht. The hospital

The post
holder will be expected to deliver specialist Hepatology services, including
ERCP, and will join 2 existing Hepatologists, a Hepatology Nurse Consultant,
Clinical Nurse Specialist, Specialist Nurse, Community Viral Hepatitis Nurse, 2
FibroScan / Hepatology Coordinators, and well embedded Alcohol Liaison /
Nurse-Led Paracentesis teams. The hospital has an outstanding Radiology and
Interventional Radiology department, with a cohesive Hepatobiliary cancer
multi-disciplinary team. Hospital facilities are fully JAG accredited endoscopy
service in a recently refurbished unit consisting of 2 suites with a further
suite at our satellite unit at a nearby hospital. Both have a dedicated team,
passionate about delivering care.
The
service is part of the West regional Hepatology network, having strong links
with the West Liver . The West Liver Unit provides assessment for liver
transplantation and continues to work towards becoming a liver transplant
centre. The hospital maintain a National focus with representation on a number
of specialist committees and are registered and committed to the Improving
Quality in Liver Services (IQILS), working towards accreditation to acknowledge
the high quality of care delivered by our service. The hospital know where

The role
will incorporate clinic and endoscopy; out of hours GI bleed commitment as well
as inpatient work, giving a wide variety to the working day.

Specific Duties
·
Provision with Consultant
colleagues of a service to the University Hospital, with responsibility for the
prevention, diagnosis and treatment of illness, and the proper functioning of
the department.
·
Professional supervision of other
junior medical staff.
·
Out-of-hours responsibilities
including participation in the Consultant GI bleed rota may be included after
negotiation.
·
Internal cover for colleagues'
annual leave and other authorised absences.
·
Professional supervision and
management of the junior medical staff, the appointee will be expected to clerk
medical take patients themselves where appropriate.
·
Participation in medical audit,
the Clinical Governance processes and in CPD.
·
To ensure that fast tracking and
pathway protocols are adhered to.
·
To review junior staff clerking
and management decisions.
·
Responsibilities for carrying out
teaching.
·
Involvement in research (where
applicable).
·
Managerial, including budgetary
responsibilities where appropriate.
·
Where it is agreed between the
parties, work on behalf of the University Hospital such as domiciliary
consultations, or services provided by the hospital for other agencies, for
example, the prison service.

A willingness to undertake
additional professional responsibilities at local, regional or national levels.

The post-holder must at all times

hospital’s policies. Such information should not be released without the
consent of the patient, client, or staff member concerned unless required by a
court order.

The post-holder is responsible
for data quality and complying with the policies, procedures and accountability
arrangements throughout the hospital for maintaining accuracy and probity in
the recording of the hospital’s activities.
·
The post-holder will be required
to comply with the requirements of the Freedom of Information Act in line with
Trust policy.
·
The post-holder is required to
comply with Trust policy on the implementation of Working Time Regulations including
declaration of hours worked and breaks taken by undertaking monitoring
exercises when required, and reporting any instances where the pattern of
working hours may constitute a health and safety risk to the post-holder,
patients, public and other Trust employees. The post-holder will not be
subjected to any unlawful detriment by reporting any concerns under the
Regulations.

The post-holder will be
responsible for undertaking the administrative duties associated with the care
of patients and the administration of the department.
·
The post-holder will be required
to participate in the annual performance process.
·
The post-holder will be required
to complete annual updates in mandatory training.
·
Travel as necessary between
hospitals/clinics will be required but a planned and cost effective approach
will be expected.
·
Any other duties that may be
required from time to time.
Teaching Commitments
·
regular commitments to ward based teaching of
undergraduates.
·
participation in the lecture programmes for 2nd
and 4th & 5th year medical students.
·
teaching of other groups as required including other
specialty juniors and specialist nurses.
Job Plan
A formal job plan will be agreed between the appointee, the Operational Medical
Director and Lead Medicine Consultant, on behalf of the Trust’s Medical
Director, based on the provisional timetable. This will be signed by the Chief
Executive and will be effective from the commencement date of the appointment.
It will be reviewed at 3 months & thereafter
annually or at any time, but no less than 3 months after a previous review, as
requested by the appointee, Operational Medical Director or Clinical Lead &
adjusted accordingly to the agreement of both parties.
Service
Provision and Cover during Absences
The consultant has a continuing responsibility for the
care of patients in his/her charge and for the proper functioning of the
service allowing for appropriate delegation for the training of his/her staff.
He/she must be available by telephone and able to
attend the hospital in a timely fashion when on-call (40 minutes journey time).
Consultant staff must ensure that services are covered
during his/her planned absences. Where fixed commitments need to be cancelled
during planned absences appropriate notice (8 weeks) must be given. Absences
must be co-ordinated with other consultant staff in the specialty to ensure
senior cover is always available.
Essential Requirements
This post is open to doctors who hold Registration
as a Specialist in the Specialist Division of the Registrar of Medical
Practitioners maintained by the Medical Council in Ireland in the specialty of
Medicine: Hepatology
Office Accommodation
The
post holder will undertake administrative work associated with their clinical
and other professional duties. Adequate time and facilities for clinical
administration, including appropriate office space, secretarial support and
access to a personal computer, software & internet access, will be
available.
Management Responsibility
All Consultants are required to attend the monthly
Directorate Meetings. Post holders will be expected to share in administrative
duties allocated by mutual agreement within the Directorate. As part of the
Consultant Team, the consultant will
offer mentoring support and lead the existing clinical team through; joint
clinics, one-to-one support, individual case management and complex cases,
identifying development needs and suggesting CPD (Continuous Professional
Development) opportunities and responding to clinical enquiries via e-mail and
telephone.
