Overview
This is to recruit a 10 PA
Consultant Paediatric Haematologist within the department of Haematology and
Oncology in addition to the current complement of Consultant Paediatric
Haematologists and Consultant Paediatric Oncologists. This post sits within the Division of
Medicine.
Any applicant who is unable for
personal reasons, to work full-time will be eligible to be considered for the
post. If such a person is appointed, modification of the job content will be
discussed on a personal basis with the Trust in consultation with consultant
colleagues.
Please note that full IMC
registration and license to practice is an essential for this role. If you do
not currently have IMC registration, but you are in the process of applying,

You will be able to take
advantage of the excellent Consultant contract for the Republic of Ireland. The
basic salary range for this post is euros €217,235 to €261,051 Euro’s plus a
further euro 26,672 per annum available in Commitment Awards.
Department
of Haematology
Laboratory Services
The Haematology Department is part of the Division of
Medicine which includes the other Pathology disciplines, Radiology and
Pharmacy. All departments within Pathology are accredited under the ISO
standards.
The hospital provides a routine and emergency
laboratory service for in and out patient requests for
The laboratory is a centre for the HSE Neonatal
Haemoglobinopathy Screening service performing almost 20000 assays per annum.
Clinical support and follow up is provided by the Clinical Haematology service.
Clinical Services
The Clinical Haematology services are part of the
Department of Haematology and Oncology in the Division of Medicine. The
Haematology consultants will be involved in all aspects of provision of the
service with clinical leads developed depending on the particular interests of
the individuals. Opportunity for undertaking the role of Head of Department for
Haematology will also be available.
The
Paediatric Regional Haemophilia Centre, based at the hospital site is a comprehensive
care centre and has 110 patients registered, of whom 36 have severe haemostatic
disorders. The centre received a favourable report following peer review in
2015. The Haematology consultants support the hospital anticoagulant service,
providing advice as required, and supervision of the hospital anticoagulant
clinic run by the Cardiac Liaison Nurses.
Out-patients are seen in the Haematology-Oncology
out-patient clinic. Day care patients are seen in the Medical Treatment rooms
or on the Day Case Unit. In-patients are usually admitted to another ward where
families also attend for emergency care outside normal hours.
The staff of the haematology laboratory and consultant
haematologists support an off-site service to the Special Care Baby Unit which
is housed in the regional Women's Hospital.
The haematology-oncology department is based in the
hospital. This consists of an out-patient clinic with four examination rooms, a
day case unit with six bed spaces, an in-patient ward with 16 routine bed
spaces including two isolation cubicles and a Teenage Cancer Trust sponsored
unit with two day case spaces and four in-patient beds.
The
leukaemia work of the haematology consultants is part of the
hospital's haemato-oncology service which provides tertiary care for children
with leukaemia and solid tumours.
The hospital treats approximately 5-15 new cases of leukaemia per year. This
post holder would be expected to take a major role in the care of patients with
leukaemia. The unit has JACIE accreditation for autologous stem cell
transplants. Allogeneic procedures are referred to Manchester.
There is strong commitment to the national haemophilia
service specification including peer review. All children with leukaemia
are treated according to the protocols of the Childhood Leukaemia Research
Network and Children’s Cancer and Leukaemia Group including contributing follow-up
data.
All haematology consultants will be involved in
providing the different aspects of malignant, non-malignant and laboratory
haematology. The specific leads for each area will be negotiated among the
consultants depending on their specialist interests. All consultants will have
responsibility for children referred with malignant and non-malignant
haematological conditions. There will also be a joint responsibility to ensure
consultant medical input to the clinical laboratory service. On-call
arrangements will consist of a 1:4 rota for non-malignant and laboratory
haematology and a 1:7 rota for malignant haematology and oncology. Depending on
the appointee’s training and experience clinical support will be provided as
required by the other consultants for the management of oncology and stem cell
transplant patients, including on-call cover.
The appointee will be expected to attend the Pathology
Interdepartmental meetings which take place each month and the Pathology Users’
Group two monthly.
The post holder will report through the Clinical
Director for Medicine to the Chief Executive with professional support from the
Medical Director. Annual clinical appraisal will be undertaken by a suitably
senior consultant.
The role of head of department for haematology with
primary responsibility for staffing issues and accreditation will rotate among
the four consultant haematologists

Job Plan
A formal job plan will be agreed between the appointee, the Operational Medical
Director and Lead Paediatric Consultant, on behalf of the Trust’s Medical
Director, based on the provisional timetable. This will be signed by the Chief
Executive and will be effective from the commencement date of the appointment.
It will be reviewed at 3 months & thereafter
annually or at any time, but no less than 3 months after a previous review, as
requested by the appointee, Operational Medical Director or Clinical Lead &
adjusted accordingly to the agreement of both parties.

a) To participate in development
of and undertake all duties and functions pertinent to the Consultant’s area of
competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the
Employer.
b) To ensure that duties and
functions are undertaken in a manner that minimises delays for patients and
possible disruption of services.
c) To work within the framework
of the hospital / agency’s service plan and/or levels of service (volume, types
etc.) as determined by the Employer. Service planning for individual clinical
services will be progressed through the Clinical Directorate structure or other
arrangements as apply.
d) To co-operate with the
expeditious implementation of the Disciplinary Procedure
e) To formally review the
execution of the Clinical Directorate Service Plan with the Clinical Director /
Employer periodically. The Clinical Directorate Service Plan shall be reviewed
periodically at the request of the Consultant or Clinical Director / Employer.
The Consultant may initially seek internal review of the determinations of the
Clinical Director regarding the Service Plan.
f) To participate in the
development and operation of the Clinical Directorate structure and in such
management or representative structures as are in place or being developed. The
Consultant shall receive training and support to enable him/her to participate
fully in such structures.
g) To provide, as appropriate,
consultation in the Consultant’s area of designated expertise in respect of
patients of other Consultants at their request.
h) To ensure in consultation with
the Clinical Director that appropriate medical cover is available at all times
having due regard to the implementation of the European Working Time Directive
as it relates to doctors in training.
i) To supervise and be
responsible for diagnosis, treatment and care provided by non-Consultant
Hospital Doctors (NCHDs) treating patients under the Consultant’s care.
j) To participate as a right and
obligation in selection processes for non-Consultant Hospital Doctors and other
staff as appropriate. The Employer will provide training as required. The
Employer shall ensure that a Consultant representative of the relevant
specialty / sub-specialty is involved in the selection process.
k) To participate in clinical
audit and proactive risk management and facilitate production of all
data/information required for same in accordance with regulatory, statutory and
corporate policies and procedures.
Essential Requirements
This post is open to doctors who hold Registration
as a Specialist in the Specialist Division of the Registrar of Medical
Practitioners maintained by the Medical Council in Ireland in the specialty of Paediatric
– Haematology
Office Accommodation
The post holder will undertake administrative work
associated with their clinical and other professional duties. Adequate time and
facilities for clinical administration, including appropriate office space,
secretarial support and access to a personal computer, software & internet
access, will be available.
Service Provision and Cover
during Absences
The
consultant has a continuing responsibility for the care of patients in his/her
charge and for the proper functioning of the service allowing for appropriate
delegation for the training of his/her staff.
He/she
must be available by telephone and able to attend the hospital in a timely
fashion when on-call (40 minutes journey time).
Consultant
staff must ensure that services are covered during his/her planned absences.
Where fixed commitments need to be cancelled during planned absences
appropriate notice (8 weeks) must be given. Absences must be co-ordinated with
other consultant staff in the specialty to ensure senior cover is always
available.
Management Responsibility
All Consultants are required to attend the monthly
Directorate Meetings. Post holders will be expected to share in administrative
duties allocated by mutual agreement within the Directorate. As part of the
Consultant Team, the consultant will
offer mentoring support and lead the existing clinical team through; joint
clinics, one-to-one support, individual case management and complex cases,
identifying development needs and suggesting CPD (Continuous Professional
Development) opportunities and responding to clinical enquiries via e-mail and
telephone.
