Overview

 

Consultant Breast Radiologist (Sub speciality negotiable)

Applications are invited for the above post of Consultant Radiologist at a HSE University hospital in the Munster region- Republic of Ireland.

This is a full-time 10 PA position with considerable flexibility (part-time will be considered). Opportunities exist to work entirely within breast, or to combine this role within the main radiology department. Interested applicants may benefit from:

The Breast Imaging Service at the University hospital is currently provided by 4 radiologists across the 2 main sites, screening a total population of approximately 121,593 and receiving in excess of 5,300 new GP referrals annually. In 2016, the Integrated Breast Services diagnosed and managed 667 new cancers (414 symptomatic / 253 screening).

Both hospital sites provide symptomatic Breast outpatient clinic within dedicated departments. The Breast Unit at the University Hospital is located within the purpose built Breast Unit, opened in 2014 and incorporates the Breast Screening Service. In the last three years there have been significant changes within the team and a number of new appointments have revitalized the service. The service now boasts a good reputation for all quality targets, including preoperative diagnosis and small cancer detection rate, and has consistently met all the national screening performance targets for round length and assessment. A system of peer review is operated to support all radiologists involved in breast screening and a Breast Board has been introduced which all consultants participate in to provide increased support, leadership and quality improvement. The symptomatic service has also developed a good reputation in terms of extending the boundaries of reconstructive expertise.

The Breast department across both sites is fully digitalised with 4 mammography machines and 4 ultrasound. Tomosynthesis and VAB takes place at University Hospital and we are looking to introduce contrast mammography in the near future.

The successful candidate will join a team of Radiologists in a modern and progressive hospital with a reputation for high clinical standards and performance.  The hospital offer a wide range of imaging modalities, including Interventional Radiology and Nuclear Medicine across 3 sites, two of these acute.

This is a new post within the hospital, previously occupied by locums. The successful applicant will be supported by three experienced breast radiologists.

Please note that full IMC registration and license to practice is an essential for this role. Candidates without IMC registration at the time of shortlisting will not be considered- as per hospital requirements.

Additional Information

You will be able to take advantage of the excellent Consultant contract for the Republic of Ireland. The basic salary range for this post is euros €217,235 to €261,051 Euro’s per annum plus a further euro 26,672 per annum available in Commitment Awards.

Specific Duties

1.       Works in accordance with Ionising Radiations (Medical Equipment) Regulations 2000 observing Radiation Standard Operating Procedures, Trust policies, Departmental Protocols and Local Rules.

2.       The appointee will be expected to take a significant role in the provision of breast imaging including MRI reporting and breast interventional procedures.

3.       The appointee will be required to participate in breast screening.

4.       Other fixed duties will include regular attendance and participation in the breast MDT meeting

5.       The provision of cross sectional imaging sessions will be part of the job requirement.

6.       Participation in the provision of the on-call.

7.       The appointee will be actively encouraged to participate in management, audit, clinical governance, CPD, teaching and research activities.

8.       A requirement to stay up to date with appraisal, job planning and mandatory training.

9.       You may be required to provide Radiological cover at other sites in line with operational developments and service provision.

10.    A continuing and individual responsibility for the safety, privacy and dignity of patients in their charge.

The post holder will be expected to support the breast imaging services with a variety of tasks including film reading, biopsies, localisations, ultrasound, VAB and screening. The post could include general cross sectional imaging. You will be required to take an active part in the teaching of junior medical staff, radiographers, medical students and nursing staff.

The successful candidate would be encouraged to take part in the on-going breast unit's development participating in an introduction of tomosynthesis, contrast enhanced lymph nodes ultrasound assessment/ biopsies as well as contrast enhanced mammography in the future, all of which are available on our systems at the hospital. ·       regular commitments to ward based teaching of undergraduates.

·       participation in the lecture programmes for 2nd and 4th & 5th year medical students.

·       teaching of other groups as required including other specialty juniors and specialist nurses.

 

Job Plan

The job plan will be based on 10 PAs to include 8 DCC PAs and 2 SPAs, and will allow for time shifting and flexible working to support the Trust's move towards seven-day working. It is anticipated that patient related administration would be performed within the confines of 8 PAs. The following draft timetable is intended to show the Trust's expectation of the post if it were to be exclusively within the Breast Service. It is possible for this to be altered through negotiation prior to taking up post, if the post holder desired a combined Breast and General radiological practice.

 

All posts are reviewed after 12 months of the post holder taking up their position. Detailed adjustments may be required in consultation with the appointee, clinical colleagues and executive colleagues. In particular, a change may be appropriate after consultation to allow the development of a special interest held by the successful candidate.

This post is for a Consultant Radiologist with a special interest in Breast Imaging. The job is full time comprises 10 Programmed Activities (PAs). You may be asked to undertake additional Programmed Activities by agreement. The job plan above is presented as an example and may be flexible.

 

Any consultant who is unable for personal reasons to work full time will be eligible to be considered for the post; if such a person is appointed, modification of the job content will be discussed on a personal basis, in consultation with Consultant colleagues.

 

Standard Duties and responsibilities

a) To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan  and in line with policies as specified by the Employer.

b) To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.

c) To work within the framework of the hospital / agency’s service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.

d) To co-operate with the expeditious implementation of the Disciplinary Procedure 

e) To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan.

f) To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed. The Consultant shall receive training and support to enable him/her to participate fully in such structures.

g) To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request.

h) To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive as it relates to doctors in training.

i) To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant’s care.

j) To participate as a right and obligation in selection processes for non-Consultant Hospital Doctors and other staff as appropriate. The Employer will provide training as required. The Employer shall ensure that a Consultant representative of the relevant specialty / sub-specialty is involved in the selection process. 

k) To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures.

l) To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery


Essential Requirements

This post is open to doctors who hold Registration as a Specialist in the Specialist Division of the Registrar of Medical Practitioners maintained by the Medical Council in Ireland in the specialty of Radiology: Breast

Office Accommodation

The post holder will undertake administrative work associated with their clinical and other professional duties.  Adequate time and facilities for clinical administration, including appropriate office space, secretarial support and access to a personal computer, software & internet access, will be available.

 

Service Provision and Cover during Absences

 

The consultant has a continuing responsibility for the care of patients in his/her charge and for the proper functioning of the service allowing for appropriate delegation for the training of his/her staff.

 

He/she must be available by telephone and able to attend the hospital in a timely fashion when on-call (40 minutes journey time).

 

Consultant staff must ensure that services are covered during his/her planned absences. Where fixed commitments need to be cancelled during planned absences appropriate notice (8 weeks) must be given. Absences must be co-ordinated with other consultant staff in the specialty to ensure senior cover is always available.


Management Responsibility

All Consultants are required to attend the monthly Directorate Meetings. Post holders will be expected to share in administrative duties allocated by mutual agreement within the Directorate. As part of the Consultant Team, the consultant  will offer mentoring support and lead the existing clinical team through; joint clinics, one-to-one support, individual case management and complex cases, identifying development needs and suggesting CPD (Continuous Professional Development) opportunities and responding to clinical enquiries via e-mail and telephone.
