Overview


We are looking to recruit to the vacant position - 10 session post based in the Connaught Region.  You will join colleagues in a very dynamic and forward looking Mental Health & Learning Disabilities Service and there will be opportunities to develop special areas of interest within the MH & LD Directorate. Office accommodation, secretarial support and full IT facilities including access to intranet and internet will be provided.

Our client provides services to the Connaught region which together cover a quarter of requirements of primary, secondary, community, mental health and learning disability services to a population of around 384,000 people. It is predominantly rural in nature with areas of outstanding beauty attracting National Park status.

This appointment is Health Board wide, with your principal place of employment being the Community Mental Health Service based although other working locations including off site working may be necessary and will form part of your agreed job plan.  This will be subject to change as the Health Board’s clinical requirements are amended to meet the needs of the service/patients.

Other hospitals at which duties are performed:
In view of the fact that the organisation is currently undertaking a review of its services and the locations at which they are undertaken, it is important to be aware that work patterns may change and the place(s) of duties modified.

The Clinical Strategy of the Health Board is under constant development and the job holder may be required to undertake different duties agreed at the time of appointment.

Purpose of the Post and General Responsibilities

 

The location has a population of in circa 389,686. The areas age and sex profile is similar to that of the Connaught region as a whole, but there are notable differences with relatively high numbers of older people in rural sectors. The post holder will be joining a team of consultant colleagues across the 4 counties covered by the Health Board - HSE

 

The consultant will be working closely with the Consultant colleague who covers the Community Mental Health Service and has allocated sessions.

 

Office accommodation is provided with administrative support from Medical Secretary.

 

The design of the post is consistent with the New Ways of working documentation.

 

All Adult Mental Health Services across the Health Board use the electronic Care Pathway system.

 

All clinical staff are accountable and responsible for their own clinical competence and should limit their actions to those for which they are deemed competent.  Clinical staff are also required to comply with the requirements of their professional organisation regarding supervision

Specific Responsibilities of the Post

 

The post holder will be based at – Community Hospital.  The post holder will hold a community case load and will provide clinical leadership to the CMHS and have the opportunities to actively contribute to the service developments within and across the MH&LD Directorate

 

The post holder will be responsible for the assessment and management of adult community patients and is expected to remain closely involved with the care of those admitted to the associated ward. They will be the Responsible Clinician for those patients who remain under the Mental Health Act (e.g. on a CTO).

 

The Service Manager & CMHS Team Manager will be responsible for ensuring that Health Board policies and procedures for safe functioning of the service are followed, including referral processes, assessment and adherence to the key performance indicators for the service and the Mental Health measure. The post holder will be expected to work in close co-operation with the Service Manager and CMHS Team Manager.

 

Clinical

·   To provide clinical leadership and full participation in the multidisciplinary team working of the CMHS

·   To contribute senior clinical input to the modernisation, development and ongoing operational management of CMHS service provision

·   To conduct clinical practice in accordance with contractual requirements within the parameters of the Division’s and Health Board’s agreed objectives.

·   To work within the framework of the Mental Health Measure.

 

Teaching/Training (as agreed with AMD/Head of Service/MD)

·       To provide conditions for improved training opportunities in line with national and local recommendations arising out of MMC and related requirements

·       To participate in the undergraduate teaching programme

·       To assist and participate with the development of postgraduate training for SHOs, Core Medical Trainee’s, Specialist Registrar Trainee’s & Speciality Doctors and other staff as appropriate

Audit (as agreed with AMD/Head of Service/MD)

·       To promote evidence-based clinical practice

·       To undertake regular audit

 

Quality and Standards

 

·       To be familiar with and actively promote adherence to the regulatory framework including the National Service Framework Guidance and to actively promote professional standards “The Duties of a Doctor”

·       To undertake all work in accordance with the Health Board’s procedures and operating policies

Job Plan

A formal job plan will be agreed between the appointee, the Operational Medical Director and Lead Consultant
Psychiatry- Adult, on behalf of the Trust’s Medical Director, based on the provisional timetable. This will be signed by the Chief Executive and will be effective from the commencement date of the appointment.

It will be reviewed at 3 months & thereafter annually or at any time, but no less than 3 months after a previous review, as requested by the appointee, Operational Medical Director or Clinical Lead & adjusted accordingly to the agreement of both parties.

 

Actual DCC/SPA split will be discussed and agreed with the successful applicant in the light of their individual agreed SPA needs.

 

Also the successful candidate will be allocated 0.5 SPAs per week in their first 12 months to participate on our Consultant Leadership Programme

Standard Duties and responsibilities

a) To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan  and in line with policies as specified by the Employer.

b) To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.

c) To work within the framework of the hospital / agency’s service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.

d) To co-operate with the expeditious implementation of the Disciplinary Procedure 

e) To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan.

f) To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed. The Consultant shall receive training and support to enable him/her to participate fully in such structures.

g) To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request.

h) To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive as it relates to doctors in training.

i) To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant’s care.

j) To participate as a right and obligation in selection processes for non-Consultant Hospital Doctors and other staff as appropriate. The Employer will provide training as required. The Employer shall ensure that a Consultant representative of the relevant specialty / sub-specialty is involved in the selection process. 

k) To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures.

l) To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery


Requirements

This post is open to doctors who hold Registration as a Specialist in the Specialist Division of the Registrar of Medical Practitioners maintained by the Medical Council in Ireland in the specialty of Clinical and Psychiatry.

Management Responsibility

All Consultants are required to attend the monthly Directorate Meetings. Post holders will be expected to share in administrative duties allocated by mutual agreement within the Directorate. As part of the Consultant Team, the consultant  will offer mentoring support and lead the existing clinical team through; joint clinics, one-to-one support, individual case management and complex cases, identifying development needs and suggesting CPD (Continuous Professional Development) opportunities and responding to clinical enquiries via e-mail and telephone.
